4. Rules and Regulations

4.01 Krasnaya Presnya Hall Authority

These contractors work with their local Russian partners.

The Organizer bears no responsibility for issues arising with contractors that are not officially appointed by EJK.

No freight forwarding contractor other than our Official Freight Forwarder will be permitted to work on-site under any circumstance. Packing, unpacking and setting up labor must be ordered through the Official Freight Forwarder and provided by the appropriate Russian authorities.

All exhibitors, both national pavilion and individual, must adhere to these rules for the sake of security and comfort during the exhibition.

4.02 Censorship

There is no longer a requirement in Russia to submit promotional materials, giveaways and audio/visual presentations (films, video tapes and slides) for advanced customs approval.

4.03 Demonstrations and Working Exhibits

Exhibitors intending to import and/or demonstrate equipment requiring frequency allocation on their stands must get permission and forward a letter with full details including all relevant technical papers to:

4.04 Noise Restrictions

Exhibitors are prohibited to exceed a volume level of 75 decibels produced by functioning equipment in their stands at the border with adjoining booths, stands located across the isle and on the outdoor space in a radius of 5 meters.

4.05 Use of Music

It is prohibited for exhibitors to use musical compositions with or without words performed by entertainers or reproduced by any technical means during the exhibition without securing the appropriate rights from the property owner(s). All copyright, royalty and licensing agreements must be secured prior to use on a stand.

4.06 Liabilities and Insurance

The Organizer will not accept liability for loss of, or damage to, any exhibits at any time. All exhibitors are advised to insure their exhibits against theft, loss or damage, including the risk of fire throughout the entire exhibition period of build-up, open days and dismantling.

The Organizer shall under no circumstances be liable for:

1. Loss of or any damage to the exhibits and other assets belonging to the exhibitor, his assignee or persons in his employment, or those invited by him, or for any losses caused by fire, explosion, storm, flood, lighting and other disasters;

2. Any harm done to the person of employees assignees or any other individuals employed or invited by the exhibitor, irrespective of the manner in which harm has been done.

4.07 Insurance and Liability to Third Parties

The insurance of exhibits against all risks during transit and during the exhibition particularly against damage, theft, etc. is the responsibility of the Exhibitor.

The Exhibitor is liable for all damages caused to third parties through his participation in the exhibition, including damage to the building on the exhibition grounds, the exhibition grounds themselves and installation.

The Organizer accepts no liability for damage to property or personal injury.

The Exhibitor shall reimburse EXPOCENTR for losses not included in the insured risks according to actual damages.

The Exhibitor shall take care of any other kind of insurance payments without EXPOCENTR’s assistance.

The only acceptable form of insurance agreements shall be those in which the insurance institution renounces its right to have recourse against EXPOCENTR.

The Exhibitor shall bear legal responsibility arising from his participation in the exhibition, including liability for labor safety regulations and fire safety rules at the exhibition, and disorderly conduct in accordance with the legislation in force in the Russian Federation.

4.08 Invitations

Exhibitors may obtain invitation tickets for their business partners and guests. Please refer to order FORM 19.

4.09 Local Personnel

4.10 Passes for Build-Up and Dismantling Period

During the build-up, opening days and dismantling of the exhibition, the following procedures of issuance and use of documents, which permit the staff of participating companies to enter EXPOCENTR Fairgrounds, shall be recognized:

1. Issuance procedures and use of exhibitor certificates

Each exhibitor will receive a number of free exhibitor passes for his stand.

The pass shall be valid for entrance to EXPOCENTR Fairgrounds for the period of build-up, opening days and dismantling of the exhibition. An identity document must be shown together with the certificate.

2. Issuance procedures and use of passes for stand builders

Passes for staff of stand builders shall be issued according to an official letter sent by the exhibiting company, signed by the company’s executive and duly stamped. The letter shall include an attachment with a list of personnel with full names, passport information and addresses (non-Moscow residents shall provide a copy of their Moscow registration), and the telephone number of the person in charge of safety regulation compliance.

The letters shall be considered and approved by the Exhibition Directorate. The certificates shall be handled by proxy signed by the company’s executive and duly stamped.

The certificate must be filled in and stamped by EXPOCENTR’s Exposervice.

The certificate shall be valid for entrance to EXPOCENTR Fairgrounds for the period of mounting, running and dismantling of the exhibition. An identity document must be shown together with the certificate.

3. Issuance procedures and use of chargeable vehicle passes

The vehicle pass form shall contain the pass number and period of validity, name of the exhibition, check-point of entrance and exit, and parking spot.

The form must be stamped by EXPOCENTR’s Exposervice.

The vehicle pass form contains the regulations of its use.

The name of company and license plate number shall be filled in by the exhibiting company.

In case the vehicle was substituted, the respective changes in the pass must be certified by the stamp of EXPOCENTR’s Exposervice.

The pass, which is not filled in completely, shall be invalid.

The pass shall be valid only for the specific vehicle. In case of the vehicle was substituted, the pass must have two stamps of EXPOCENTR’s Exposervice.

4. Use of vehicles during build-up, opening days and dismantling of exhibitions

Parking shall be allowed only in the designated area.

Access of vehicles to private entrances and freight gates shall be allowed:

Overnight parking shall not be allowed.

Washing and repair of vehicles shall not be allowed on the property of EXPOCENTR Fairgrounds.

The speed on the property of EXPOCENTR Fairgrounds shall not exceed 15 km/h.

On demand of a security guard, the vehicle must be made available for examination.

When entering the fairgrounds, cars shall receive a special card, which shall be returned to a security guard at the check-point when leaving the fairgrounds.

5. Convey and removal of exhibits and exhibition equipment

Permission to covey and remove exhibits and exhibition equipment shall be issued in the Exhibition Directorate according to a letter from the exhibitor. The letter shall be in triplicate and contain the list of conveyed goods.

The vehicle pass for one-time use only for convey of exhibits and exhibition equipment shall be issued by the manager of the hall where the exhibitor’s stand is located, according to the above mentioned letter with the Exhibition Directorate’s approval. One copy of the letter shall be handed to the hall manager. An exhibitor is permitted to obtain several passes during the build-up period.

The one-time material pass for removal of exhibits and exhibition equipment after the closing of the exhibition shall be issued by the hall manager after submission of the letter signed in the Exhibition Directorate (see article 1). An exhibitor is permitted to obtain several passes during the dismantling period.

4.11 Photography

The Organizer is entitled to take photographs and films of all sorts for their own use and for general publication. Photographs of a stand by the Exhibitor’s own personnel may only be taken by agreement with the Organizer.

4.12 Plans/Drawings

Each exhibitor is required to provide a detailed drawing indicating the exact location of connection points for the installation of sockets, machines, water, spotlights as well as cabin allocation(s), if desired.

Each package space exhibitor who orders additional electrical consumption for exhibits MUST compete and submit the SERVICE CONNECTION LOCATION PLAN to the official service contractor. Please refer to order FORM 14.

4.13 Security Service

A general security service will be provided in the exhibition halls during the official build-up and dismantling period as well as during the exhibition. Security services for individual stands are available. Please refer to FORM 18.

4.14 Fire Precautions

GENERAL

Flammable, explosive, radioactive and poisonous products must not be stored, used or displayed in the exhibitors halls. A vehicle may only be exhibited after completely emptying fuel tanks and disconnecting the battery.

Exhibitors who, because of the nature of their exhibits, require a special type of fire extinguishers, must make arrangements, at their own cost for the provision of such equipment.

Any person who sees an outbreak of fire, however slight, must make immediate use of the fire alarm system and subsequently, use every endeavor to extinguish the outbreak or to confine it by the use of extinguishers and/or removal of goods in the vicinity.

All materials used in the construction of a stand must be nonflammable or fireproof.

Each raw space exhibitor must provide the following documents to Fire Station No. 160 to secure an approval for stand construction and fire permission:

RAW SPACE SITE

All raw space contractors must possess fire certificates issued by the producer of the material in Russian that prove all stand materials to be used are non-flammable or fire-resistent/flameproof. These certificates must be on-hand at any time during the exhibition period.

Every stand will be inspected by an officer from Fire Station No. 160 to confirm compliance to all fire regulations. If any stand is found to be in violation of the fire regulations, the installation of the stand and/or participation in the exhibition will be suspended.

DOUBLE-DECK STANDS / STANDS WITH CLOSED CEILINGS

Double-deck stands or any construction of advanced fire danger must be fitted with additional fire detectors connected to the central fire alarm board of the fairgrounds as well as a sprinkler system and fire extinguishers. The stand layout should show the location of the additional fire detectors.

Fire precaution equipment (fire sensor, security sensor) shall be provided by the company “Expocomplex”. Exhibitors will be informed accordingly by the EXPOCENTR Fairgrounds.

In case of the absence of the proper approval from Fire State No. 160, the delivery of building materials and equipment for the stand construction to the fairground shall not be permitted.

All double deck structures will be charged an additional fee of €185 per square meter for any/all upper level area(s) + €120 for 1 fire sensor per each 70 m2)

4.15 Standard Package/Shell Scheme Stand

All standard package/shell scheme stands (on the basis of 9 m²) will include the following specifications:

Cleaning of standard package/shell scheme stands will be done by Expoconsta on the last day of the build-up period. Daily stand cleaning during the opening days of the exhibition can be ordered using FORM 18.

4.16 Raw Space Site

The following regulations must be observed during stand construction:

All plans and dimensional drawings for raw space exhibits for construction on one’s own or with an outside contractor must be presented for coordination and approval to the general contractor, ZAO “ExpoConsta”.

As the Official Contractor and as the General Contractor of the EXPOCENTR Fairgrounds, ZAO “ExpoConsta” carries out its obligation to assure the conformity of the technical stand construction documentation to the requirements of the General Terms of Participation established by the EXPOCENTR Fairgrounds. ZAO “ExpoConsta” controls the quality of the electro assembly by the participants or by their outside contractors.

There is a fee associated with coordinating the approval process for stand design and construction. The cost is dependent upon the size of the stand and the dates of submission of all required documentation. Island Booth Construction Limitation

4.17 Electrical Service

Hall lighting will be provided by the Organizer. The standard supplies of electrical current available for use on stands in the exhibition halls are single phase alternating at 220 volts 50 Hz and three phase alternating at 380 volts 50 Hz with fluctuation of +/- 20%.

Supplies to stand will normally be switched off at the source 15 minutes after the exhibition closes each day (5 minutes on the final day) but 24 hours supplies can be provided by prior arrangement with the electrical contractor. Any costs involved must be paid by the Exhibitor.

Any exhibitor requiring electrical supply at times other than those stated must make application to the Organizer’s office on-site 24 hours prior to the closing time of the exhibition. Such supplies cannot be arranged on short notice.

4.18 Electrical Installation

ALL ELECTRICAL INSTALLATIONS ON STANDS MUST BE CARRIED OUT BY THE OFFICIAL CONTRACTOR ZAO “ExpoConsta”.

ALL OTHER ELECTRICAL WORK WILL BE INSPECTED BY ZAO “ExpoConsta” TO ENSURE THAT ALL WORK IS DONE IN COMPLIANCE WITH ALL ELECTRICAL REGULATIONS AND STANDARDS AND THE GENERAL TERMS OF PARTICIPATION ESTABLISHED FOR THE EXPOCENTR FAIRGROUNDS.

The following regulations are extracted from the General Terms of Participation in exhibitions at the EXPOCENTR Fairgrounds:

Only companies and organizations licensed to conduct electrical installations can be assigned with carrying out such services at exhibitors’ stands.

Electrical installation and maintenance of the equipment at exhibitors’ stands can be carried out only by persons complying with the professional requirements and qualifications according to electrical safety standards (corresponding to the 3rd or higher grade of the Russian electrical safety standard).

The supply cable for the 380/220W leading-in device (power panel) of the exposition stand must be made of five-core cable. The lines of single-phased electric wiring must be made of triple-core cable. The use of four-core cable is permitted if the copper thread section is not less than 10mm².

THE STAND HARDWARE MUST BE GROUNDED ACCORDING TO THE REGULATIONS OF WORK OF ELECTRIC SYSTEMS (RWES).

All stands must be equipped with power panels with RSD (residual current protective device) according to RWES requirements and with proper design load of extra current and overload protective devices installed separately for the lighting network and the power supply for equipment, as well as equipment that demands 24 hour electrical supply (such as fax machines, refrigerators, etc.).*

*ZAO “ExpoConsta” may supply an electric switchboard with RSD on a commercial basis for the duration of the exhibition.

The representative of the power center for EXPOCENTR Fairgrounds will link the stand’s main distribution box to the main source of power for EXPOCENTR Fairgrounds according the the SERVICE CONNECTION LOCATION PLAN (FORM 14) upon satisfactory inspection of the work and receipt of the “act of control of quality of execution of electro assembly works by the builder at the exhibition” properly signed by a representative of ZAO “ExpoConsta”. A detailed order of execution of electro assembly works can be viewed at www.expocentr.ru in the General Terms of Participation in Exhibitions held at EXPOCENTR Fairgrounds.

The use of electrical equipment such as lamps with tungsten iodide, lamps of high pressure and electric stoves, is strictly prohibited. It is prohibited to exceed the amount of power ordered. All temporary electrical wiring used during stand construction must conform to established instructions.

For exhibitors who have raw space sites, the number and type of electrical fittings and installation required must be indicated on FORM 13.

Shell Scheme exhibitors are reminded that their stands are provided with electrical fittings (see paragraph 4.15). Additional requirements may be ordered on FORM 13.

Exhibitors that need to use their own switch boxes because of functional or aesthetic reasons will be charged for connections to the main switch box of the hall.

No flashing lights or signage will be permitted.

No electrical installation may be suspended from the roof of the exhibition premises or fixed to any part of the building structure. No fitting may project beyond the boundaries of the raw space allocated.

The Organizer reserves the right to disconnect the electrical supply to any installation which, in the opinion of the electrical consultant, is dangerous or likely to cause annoyance to visitors or other exhibitors.

The position of electrical fittings and supplies for exhibits must be indicated on the SERVICE CONNECTION LOCATION PLAN and must be submitted with electrical order (Please refer to FORM 13).

4.19 Stand Cleaning

The Organizer will arrange for the general cleaning of the exhibition premises and aisles (excluding actual exhibits) prior to the opening of the exhibition and daily thereafter, and it is the responsibility of the Exhibitor to keep his stand tidy at all times.

Exhibitors who, because of operating exhibits, are likely to have substantial quantities of waste materials for removal, either during or at the end of each day, must inform the Organizer in advance in order that the necessary arrangements may be made for which they will be charged.

Exhibitors are to arrange for packing materials, empty cartons and wooden crates to be carted away for disposal before the exhibition opens daily.

Exhibitors can order daily stand cleaning through the official services contractor. Please refer to FORM 18.

4.20 Dilapidations

Exhibitors are responsible for the cost of making good, restoring or renewing properties in all cases of damage or dilapidation to the exhibition premises or any part thereof, whether caused by themselves, their agents or contractors or by any person or persons employed or engaged on their behalf of any such agent or contractor.

Exhibitors occupying standard package/shell scheme stands are also responsible for the cost of making good, restoring or renewing any damage or dilapidation to shell stand structure, floor coverings, light fittings, or any part thereof, whether caused by themselves, their agents or contractors or by any person or persons employed or engaged on their behalf by any such agent or contractor. The cost of making good any damage will be assessed by the shell contractor and charged to the exhibitor. The Organizer, in conjunction with the landlords, will inspect the site before build-up and after dismantling of the exhibition.

4.21 Force Majeure

The exhibition may be postponed, shortened or extended due to any cause whatsoever beyond the control of the Organizer. The Organizer shall not be responsible for any loss sustained by the Exhibitor directly attributable to the elements of nature or force majeure-directives imposed by any governmental authority. In the event of such circumstances, the money paid by the Exhibitor or any part thereof is refundable at the sole discretion of the Organizer.

If the dates of the exhibition are changed or it is canceled for reasons other than through the fault of the Organizer, the Organizer shall notify the exhibitors in writing, in which case the obligations of the Organizer under the General Terms of Participation shall be invalidated. The Organizer shall not be required to reimburse the Exhibitor for the sums expended at his order. The Exhibitor shall not be entitled to demand reimbursement damages.

If the dates of the exhibition are changed or if the exhibition is canceled through the fault of The Organizer at least three months prior to the exhibition, the Organizer shall be released from its obligations to the Exhibitor under the condition of an immediate notification of the Exhibitor.

The registration fee shall not be reimbursed in any case.

4.22 Authority on Premises

The Organizer shall be responsible for and be entitled to act as the owners of the premises during the show, build-up and dismantling periods.
